Civics are unlocked by your culture per turn (like Technologies are unlocked by your science per turn). About midway through the game, I'm pretty much done settling cities, unless I find a good island while exploring the oceans or if I need to settle some crappy city in the desert/tundra for oil :)Īlso how exactly do Civis work? I havent been able to really get behind which to get when. Depending on the map type, the beginning game is a rush to get settlers out and settle good land before the AIs can get it. With the exception of the new Mayan empire, the more cities, the better, generally speaking. How many cities should I typically build in the beginning/when do I build a new settler?
